LCP Update to 0.2.1

This update is including a bunch of changes to the licenses, primarily around balance, the main changes have been around the Makarov, making it feel a lot more appropriate. There are numerous minor changes to stats and SP costs across the board and hopefully most if not all the miss-tagged weapons should be fixed. Finally, All the mechs now have their full art on the LCP so you can check it out at your leisure.
